The government has warned residents to watch out against people seeking to buy their land at a cheap price with the intention of re-selling it to the Kigamboni Development Agency (KDA) for higher profits.
As per the law, the compensation will be 35,000/- per square metre which is equivalent to 141, 645,000/- per acre, a package that could easily spur a trend of the deceitful transaction, Lands, Housing and Human Settlements Development minister, Prof Anna Tibaijuka said in the National Assembly yesterday.
She said since the government announced the compensation rates for Kigamboni residents, there have been deceitful people seeking to buy the plots from the residents cheaply so that they can make profit from KDA.
Prof Tibaijuka was tabling her ministry’s budget estimates for the 2014/15 financial year in parliament on Tuesday.
However, she said: “The compensation rates are dynamic in order to protect the interest of people.”
She appealed for patience and cooperation from the residents, assuring them that despite modifications, Kigamboni residents shall remain in the area at the planned ‘Resettlement City’ located in Uvumba ward.
She however explained that the residents will be allowed to use not less than 10 percent of their compensation funds to purchase KDA shares.
She said the government has requested for urban planning experts from the People’s Republic of China who will arrive in the country next month. “The Chinese city planners will work in Kigamboni, Lindi and Mtwara,” she said.
The much-anticipated 11.6trn/- Kigamboni Satellite City project will be implemented in three phases with the first phase having started in 2012 to 2022, second phase from 2022 to 2027 and third phase from 2027 to 2032.
Meanwhile, the Parliamentary Committee on Land, Natural Resources and Environment said it is not satisfied with implementation of the Kigamboni city project, calling for people’s involvement to ensure smooth implementation.
Presenting the committee’s report, Esther Bulaya (Special Seats, CCM) said the government should involve all stakeholders including land experts, local government, regional administration and the ministry of Legal and Constitution Affairs so as to avoid conflicts.
Kigamboni legislator, Dr Faustine Ndugulile (CCM) said he will not support the project until the government calls for a public hearing involving Kigamboni residents.
“This project has so far taken six years without any development…people are tired, they were not fully involved from the early stages. You have to start afresh with residents by your side at all stages,” said the MP.
He claimed that the residents have never come across any document showing the compensation amount and mode of payment.
In another development, tabling the official opposition camp’s budget estimates, Shadow Minister, Halima Mdee claimed that there is a secret behind the ongoing land conflict between Chasimba residents at Wazo Hill area in Dar es Salaam and a foreign investor.
She said for a long time Chasimba residents have been termed as invaders of the area. She said despite the compensation claimed to have been issued to Chasimba residents through their village leaders, the funds did not reach the respective residents and those who received it, was only a small amount.
According to Mdee, the High Court then ordered the residents to vacate the area but tasked the government to compensate them with plots of land in other areas but until now there has been no implementation attributed to lack of funds.
She claimed that the opposition camp has learnt that the actual compensation cost for the residents was 47.36bn/- but the minister wrote a letter asking for over 69.05bnl/- from the Prime Minister’s office.
Prof Tibaijuka asked the parliament to approval its budget estimations of over 88.85bn/- for the 2014/15 financial year.
